Purpose
NELARO Publisher supports multilingual accessibility for original NELARO music videos. It allows the channel owner to publish and maintain reviewed manual caption tracks and localized titles/descriptions while preserving existing channel data.
Primary user
The sole user is the individual owner/operator of the NELARO YouTube channel. The API client is not distributed as a public product and is not used on behalf of unrelated creators, advertisers, agencies, or enterprises.

Safety and data integrity
- Existing manual caption tracks are updated using their exact planned track IDs.
- Only absent languages are inserted as new tracks.
- Automatic ASR captions are not write targets.
- Remote changes after planning cause the operation to stop instead of blindly overwriting data.
- Local backup caching and resume support reduce unnecessary API requests.
- Quota preflight checks can stop a job before the next write when the locally tracked estimate is insufficient to finish the remaining plan safely.
Excluded uses
NELARO Publisher does not perform web scraping, automated commenting, artificial engagement, mass account creation, credential harvesting, advertising campaign management, or bulk management of third-party channels.
